We see in real life in very sport that exist some leagues (I think on first divisions) that are more stronger from other leagues. So I wanna ask you what are you think which leagues in BB world are the best?
Do you think that is are NBBA (USA), CBLS ( China), Liga Nacional (Brazil), LNA (Argentina), Bundesliga (Germany), Pro A (France), ACBB (Spain), Seria A (Italy), or some other league?

What criteria would you use to find out which league is the toughest league in BB?
Total salary of the league?
How well teams perform in B3?
World ranks?
Does 1 team winning the league over and over lower the toughness of the league?
There is a lot of criteria people can use to determine which league is the toughest.

The strength of a league isn't measured by its top team or its top 3-4 teams. I'd go by average bbstats put on the field on average by all teams. Clearly even if you have 3-4 elite teams and the others suck, your league probably shouldn't be called "the top" league and at the very least it would not be the most competitive league. I could make the calculation but I have no interest in doing so, not in the short term, as it's time consuming.

Also note that having tanking teams or teams noticeably weaker than the top 3-4 makes a league significantly easier as it's easier to build enth and GS since you can often field suboptimal lineups against the weaker teams and get perfect minutes without risking any loss. So in addition to average bbstats in the league you should use the variance and standard deviation of those numbers (i.e. a league with 160 average and 50 standard deviation, may be significantly easier than one with 155 average and 10 standard deviation).

All considered, if I had to guess, i'd say that one of Utopia's top 4 leagues is actually the hardest league currently in BB.

For example,
match with Vottem Cowboys (75271318) neutral site (2xovertime)
Vottem is very good team, JoeMaverick is very very good manager - World Rank: 2 in this moment

One day later the same settings (75271358) neutral site
Spojnia isn't in the top three Polish teams - World Rank: 154

Yeah and you also have these games:
(75361719) (playoff)
(75361720) (playoff)
(72824157) (#1v#2)
(72824118) (#1v#2)
(72824118) (#1v#2)
Just picking randomly games with high point differential between top ranked teams.

Also apparently in the NBBA you can relegate directly with a 10-12 record:
