In order to encourage the managers on training their own players, I would like to suggest that BB should have "training bonus" scheme. This should be divided into different level.

Level 1: Train one of the draftees to have profilic (or sensational) in one of the skills (say OD or driving) in the draftee's first season.
Level 2: Select one of your players (homegrown or foreign), train him to a target level (e.g. at least 4 or 5 pops in one skill in a season). Such target level should be set at the beginning of the season, and check at the end of the season.
Level 3: Train your homegrown players and represent their own country for U21 competition.
Level 4: Train one of the draftees to have a salary of $20,000 (or above) at the age of 21.
Level 5: Select one of your players, train him to have target level of two different skills (e.g. at least 6 pops in two different skills, like driving and handling)
Level 6: Train your homegrown players and represent their national team.
Level 7: Train one of the draftees to have a salary of $80,000 (or above) at the age of 25.
Level 8: Your homegrown player was voted as a MVP at the end of the season.
Level 9: Train at least 5 homegrown players and get promotion to top-tier league (i.e. Division 1 of that country)
... and so on...

The aim is to encourage everyone to train their players, so dont rely on the transfer market. The reward of that player could be improvement in cross-training or secondary skills at the end of the season. Of course, there is no particular order for the achievement, for example manager could achieve level 4 before level 3. Maybe the achievement of level 3, level 6, level 9 would be resulted in money.

It's just an idea, any comment is welcome.

I don't think this is a bad idea, in fact I like your levels idea, rather than giving them money, but I don't think it is needed. I think we have enough managers training. Tax exemption already helps teams who train slightly (although some people will argue that is does nothing, which can be true in a lot of cases), but it is still an interesting idea.
