I created my Utopia team 8 weeks ago, and it says new teams don't pay salary floor for the first 16 weeks. Now, after new season, in my economy page it looks like I will pay the salary floor in the next financial update. Maybe it is going to be fixed in the offseason process, but just wanted to let you know about it :)
