Instead of utopia, wouldnt it be something to allow the second team to be started in an actual nation? Could even offer the option of choosing between this and utopia, or allow three teams: one main team, one second team and one utopia team.

It has been sugested before. The third team option sounds interesting but I don't believe that too much people want to have 3 teams.
