Top division has 16 teams. Division 2 has 64 teams. Division 3 has 256 teams. Israel has fewer then 336 managers and can't fill D3. Are you sure they have an active D4? I only looked in iv.1, but its full of bots. I think you're wrong and that the team will move to a random D3. However I'm not sure if the random process might actually put it back in the same division.

Theoretically, demoted teams don't take part in promotions due to bots, so they go to the lower division if it exists.
Here you have an example of a spanish team (77551)
It demoted and one bot team promoted to its previous division

Well, then there is something strange in the way it's decided because this team in Portugal demoted (39220)
Probably Marin should take a look at why there is a difference between similar cases.

Portugal has more than 336 managers and that's above the number to fill 3 divisions. So that team couldn't stay in d3 as there would have been humans promoting.

Not really, in fact there are a couple of strange things there, so I have to ask Marin if there is any difference between divisions and countries. Will try to have his official answer as soon as possible

Yes really. Israel has 259 managers. It takes 336 managers to fill the top 3 divisions. England has 178 mangers now but when I started we still had an active D4. I'm one of the last people to demote to D4 in England so this is why I know what happens. I've experienced or witnessed both situations. Portugal has 341 users. The important part of that is that is above 336, and so is more than it takes to fill the top 3 divisions. Therefore D4 is active.

You don't need Marin mate. You're wasting his time.
