If you're funds are low, you are punished very little. If your funds are high, you have to spend more to win more games. I think it was intended as an anti tank measure, and it works.
Although that is one of few available options, when you are facing superior opposition... But that is another discussion. I am curious how this solution works before I make up my opinion.
