It can be a record,but I don't think so.He just was drafted and he is center,so is normal to have no assist.Is just one guy who need to learn to have imagination 
I'm so sorry to say that I'm pretty sure that this isn't the explanation. Playing as a center does not have nothing in common with no assisting, even if player has PA1. The reason why he has no assists yet (IMO but again, I'm pretty sure) is because he have PA1 but also 0 sub level.
In numbers that would be 1.00 (you can get some assists with 1.01 PA level or more). Yes, I know a player could reach lower that level 1, but this is only possible with skills going down because of the age.
To prove this theory I can show a player that has not made any Free Throw (he was a legend with his NT and made nothing...) because of his .00 sublevel in FT. The player is: Romano Ammeter (
(7095293)).
This can happen with FT and PA (as we see in this threat) 100%, and possibly with other skills like SB or RB.
