The arena has a soft cap of around 20k attendance, so even if you build a 30k arena, only 20k fans will come depending on factors like level of league and your current league record (winning games always help). With that being said, if you are a new team starting out from the bottom, I suggest you start building luxury boxes and court-side seats until you max it out as it is mostly affected by pricing rather than league record, then gradually build up the remaining boxes until you get to around 20k seats.
Remember to adjust your pricing to fill at least 90% of your seats on luxury and courtside, sometimes you have to experiment for a few home games to figure this out. One example: if you max out 50 luxury seats in consecutive home games at $400 each, then try to increase the price to$ 425 or $450 and see if it still fills up or hovers at around 46-48 filled seats. The same applies to court-side seats.
Keep the lower tier and bleacher prices at around minimum and don't worry about the fluctuating attendance on that part of the arena, they are reserved for fickle fans who at one minute the adore your team and then the next thing you know they hate your team.
Side Note: Do not build 500 or 1000 seats at once because they can be very expensive and you have to wait very long for the seats to be constructed. It's better to construct 10 luxury boxes or 25 court-side seats at a time because it can be done in a week and you can start earning extra ASAP.
