How will the draft positions be determined for managers in the merged nations since they won't face each other for head to head records?

Ok so I'm in a merged league and my team is the only barbarian team in 2.3 so I'm competing with other teams in league 2.3, does that mean there will be no barbarian draftees? Or am i competing with the other barbadian teams in league 2?

You are competing the teams in your league for draft. The players you draft will be your nationality.
