While in general I agree with this, but I learned from a friend the key is opportunity. Year before last I went like 20-2, so no good draft pick. I did not spend on scouting at all. I had like 30 points of scouting saved up to start last season in d3. I won two games and picked second. I got a 53 point HOF and MVP that were both 18 by scouting carefully. This year I don't expect to scout at all and probably to have a pretty good winning season... maybe I promote back to d3 and have scouting points to make another run at a prospect next year, but I have more prospects than I can train right now, so I can just hope to get lucky without spending scouting points this year.
