I was thinking about this watching a veteran team playing against the Phoenix Suns in NBA. Every time a veteran, established player was on court it seemed that the other players played smarter, with more savvy. And then you compare with the current Phoenix Suns, where a lot of young and talented players are just throw on the court, without any experience or leadership, and we see what see, a bunch of players just trying to figure out how to play.

Translating this to BB, what if the average Experience level of the players on court affected in someway how the game is played? This way veteran declining players would gain more value in the game.

I think there is little doubt a more experienced team tends to show more cohesion. Especially in the closing minutes, but conversely you see a drop of skills over the course of the season which starts to show a noticeable effect on performance. It's one of the great dichotomies of our silly little game.

I agree with this. Teams like the Spurs have more likely beat won against talented but inexperienced opponents because of experience. Especially with the big 3 heat against the Spurs.

The way I see it would works as booster on the overall pass skill/Offensive Flow rating, as these seems to be the closest things on BB that resembles basketball IQ. Obviously it wouldn't be a huge boost.
