Interesting question. I think it works this way:
- player has x minutes at a position
- player trains in his old team ->minutes go to 0, he will go through training again but he has no minutes (unless you use team training or FT or ST)
- player does not train in his old team -> minutes are still there for your training, all normal with only 1 training.

It could also be that neither happens (no training in either country) if the buying team has an earlier training session than the selling team.

It opens interesting questions for GS though, because if a player goes through 2 training sessions on the same day then his GS may get affected (on top of the penalty) and what happens if the player does not go through any training? Will he keep the minutes into the new week?

I would also imagine that if a player does not go through training he can't lose any skill!

I seem to recall they they have mechanisms for this where players can only have one training. Think there is a separate process that runs at the end of training day that picks up players that may have missed training due to being transferred.

I think both cases should be clarified (double training session and no training session) by the staff, as this is something that is not for the uses to figure out, but for the developers to handle.
