It can vary just like arena building times are not exact either. It could be longer than 14 days and until they added the information on players' history pages there was a strong suspicion that 1 week = more than 7 days and 2 weeks = 14 or more. While I'd say this is often the case, there are cases when healing is faster than advertised so 2 weeks may be shorter than 14 days.
