Is there a consequence to firing a trainer and hiring a cheaper one with the same skill level? If I did this twice a year to save money, what is the negative?

The negative is the severance fee for the fired staff member and the signing bonus for the new hire.

I think that's the intent, to have to have managers replace trainers as they get expensive, usually every few seasons.

Correct me if I'm wrong:

If I fire my current coach before the Financial Update on Monday and then hire a new coach after Monday, I don't pay double salary in any week, right?

Right.
Just the rescision when you fire the current coach and the fee to get the new one, plus the new coach's week salary, so no double salary.

Yes, so e.g.

trainer with 15k salary, you fire him on sunday: you pay 15k on sunday. He gets replaced by lvl 1 trainer with 2k salary. You pay those 2k at the financial update. You hire a new coach: you will have to pay 2k because your lvl 1 trainer is replaced + you pay the signing fee for the new trainer.

Only with secondary staff your youth trainer/ sports psychologist .. is not replaced by a lvl 1. So if you fire that guy on sunday, you just pay his next weeks salary as a severance fee. And you pay the signing fee for the next secondary staff member when you sign him…

Du hast nicht genug Geld, um dieses Gebot abzugeben!

You pay double for the first trainer.
If you fire him on Sunday, you already paid his salary on Monday (six days before) and you will pay him on Sunday again. So 2 x 15k.

Whenever replacing staff you have to pay a „severance“ (thats usual in RL!).

In my opinion it does not make sense to fire staff sundays by replacing with Level 1 for 2k and hire a the better staff mondays (severance 2k+2%).

I. e. of a new coach, I would think about hireing the new staff thursdays to receive „more“ training (if the new is far better).
And if the new staff is cheaper, you should fire the more expansive one before the FU (because his severance is higher after the FU, but usually lower than 2k!).

It is an „extreme value problem“: severance, salaries, difference signing bonus before/after training/FU …
