Few things I don't agree with either of you.
- There shouldn't be any minus points for losses, cause managers from small nations who can hope to get 1-2 wins per season, would all be Sub-Zero.
- Continental Gold should be worth more than World Cup Bronze. Well, this is different for each continent, but in Europe, it's much harder to win a Continental, than to get a World Cup Bronze.
- Managers shouldn't get any points just for being elected.
Instead of negative points, I would suggest a bigger gap between wins in different competitions, there's no reason to keep the points low.

Participation in World Cup (for all 12 participants): +5 points
World Cup Win: 5 points
Getting to R8: +8 points
World Cup R8 Win: 8 points

World Cup Max Points: 180 points (183 with Repechage)
Repechage Win needs to be as low as a Consolation Round-Robin Win, so managers from weaker nations wouldn't get incentive to CT a match just so they could get more coach points.
The ratio I took for Gold/Silver/Bronze is simply a ratio from tennis GS tournaments where a winner gets 2000, finalist 1200, semi-finalist 720, so:
Silver = Bronze * 1.666
Gold = Silver * 1.666
