5/5 A+ draftees are very rare to come by, so always select that whether they are 18 or 19. A 4 star potential A- 18 year old can be found on the TL for 25-50k.

Also 19 year olds can have better skills then they used to so the extra year training doesn't matter so much.

check the transfer list after the draft to get a decent sense. I'd guess you can find some players starting in the mid-70s, although chances are with low potential or a bad skill set.
