This is not unusual at all. That said, you can rely on old players only if you are a beginner and you don't have much money and you want to compete somehow. On div II you should stay away from old dudes, especially those with high salaries, they are not an option even as backups. If you hire a high salary old dude, you are certain to end the season getting much less for the buck.
