Are draft players generated in higher divisions better, on average, than players generated in lower divisions?

No, there's no modifier for league level at all.

My team drafted 3 players before i became there gm but i dont see dem on my team

No, there's no modifier for league level at all.

I think their potential may be a bit higher on average.

You shouldn't. You get all new players when you get a team.

If you look at "Draft Results" it shows the draft for your league that happened at the start of last season (early May). So East Coast Canadians would have had the three players on their roster. But when a new owner takes over, all the old players retire. If you click on the the players that they drafted, it should show that their team is "Retired" (unless they were transferred by the team before they went inactive),
