i notice in some of the younger leagues the main NT is filled with players under 21. Can these players play in both the Normal NT and the U21? and if not who decides which NT they go in, seniors or u21?

They can only play one or the other, and it's 1st come, 1st served

Wow, interesting. So teams with less then 7-8 users may not even be able to field an U21 if the NT coach takes all the new draftees. like my country for instance.

If your nation's coaches work together, you shouldn't have too much of a problem, right?

Since the matches are at different times, what is to keep a player being used in both games? Or for that matter, being a member of both rosters?

What happens if one of the NT coaches disappears? It is not unknown to happen.

If a player is dropped from the NT, there is an enthusiasm penalty.

As for the latter, I don't really know.

If one team is out of a competition, the enthusiasm penalty does not matter. And logically, if a U21 player got called up to the NT there shouldn't be an enthusiasm hit for the U21 team. All the remaining players are going to be excited that they'll get more playing time, and if they perform well they can go to the NT as well.

Will it be impossible for a player to be on both rosters?

Yes. And it will likewise be impossible to call a player directly from one squad to the other.

That's what I said. I was asked whether "it will be impossible", to which the answer is Yes.
