Is there a precise day and hour when new staff appears?
And do they propose to all teams? (the best bargains been taken by the teams which offer them a contract before the other ones?)

New ones show up on Monday(not sure when) and they are available to everyone until the following Monday when new ones will appear again. The same 3 are there for the whole week.

New staff are added during the Staff Update, around 3am on Monday morning (the actual time is whatever hour is 8 after the start of your games). Check out the "Weekly Schedule" section of the rules page for more info about the specific times these updates happen (actually, Staff Update isn't there, yet, we'll add that in shortly).
