I want to let my roommate use my computer to start a BB team but can he have a team if there is already one at that IP address?

yes. you can scrimmage each other, but you cannot bid on his players.

It indeed is possible, but there are absolutely no transfers (or bids) allowed between these two teams.

Just be very carefull with it, since you are only allowed to manage 1 team, not more.
