Is it normal, for players to take with them the best performance to the next league and be the top performer for that league?

Example:
This guy (4124009) had 64 points in a single game, but he achieved that in division 2 like 5 months ago. The team got promoted to division 1 and now he holds the record for most points in a game, even though he didn't even achieve it in Division 1.

That is not right.
