I think it is 16:00 GMT (Greenwich Mean Time) as EST is -5 hours and that said 10:00 EST. So it will not start until earliest in 1 hour and 10 minutes.

This would be correct. Do note, however, that this is the earliest that the draft could start. Might be later, and as late as the end of the business day EST, I think.

edit: Well, the correct part was that EST is -5 hrs. from GMT. Otherwise, 10am EST is obviously 3pm in England

According to this site http://www.thetimenow.com/est/eastern_standard_time, it's 10:32 in the US (East) so the draft should have begun at 15:00 GMT doesn't it?
