It has been announced that players will have their salaries updated at the All Star break as a way to lessen the surprise of increases due to training. But this will simply move the surprise forward 1/2 a season, and perhaps could make a roster that is currently affordable and being used, unaffordable for the last 1/2 of the season.
So instead of actually applying the new salaries why not simply announce what they would be at the start of next season? Or perhap a more complex alternative would be to only apply the new salaries to players when they are transferred. A team that has built an affordable team by that time would then have a an competitive advantage that they had earned, and would let them begin planning for future seasons.
