I just wanted to confirm that the last three rounds in Israel will play at neutral site..

The final two rounds of the tournament (cup) will also be at a neutral site starting in season 8. For countries with four or more divisions, the final three rounds will be at a neutral site, and for countries with six divisions, the final four rounds will be at a neutral site.

we have 5 divisions in Israel.. and we are at the quarter final right now(next week).. so its should be in neutral site but there isn't some mention in our tournament page like its mentioned in BB3 page..

so its ok..? it will be in neutral site or there are bugs?

It should be. Other countries, such as Canada, have successfully had their quarterfinals at a neutral site - although I don't recall seeing anything explicitly stating that in the tournament schedule or the match setup screen. However, the enthusiasm options should be playoff crunch and playoff normal - which should be an indication that everything is working as it is supposed to.

Following the idea...I need to know if in Spain this Round (1/8) will be in a neutral arena.

And in this case I can guess that PR-Manager does NOT have any influence on the match, does he?

According to the rules it will be at a neutral venue (check to make sure the enthusiasm calls for playoff normal or playoff crunch). PR-managers have no influence on neutral courts.
