Just started the game. Is investing in scouting worth doing from the start or should I use the money for other things? If so, what?

Yes it is worth it. Especially if you think you might end up finishing near the bottom of the league. The teams that have the worse record pick first so you could potentially get some good young trainees to train or sell.
