no, you are looking at it in wrong way. I will use my game to explain you (29532952). You can see that I won by +21 points. and you can see that medur and mart have +/- 21 in 48 minutes. so that +/- number means how your team played when that player was in the court. so when medur and mart was on the court they provide me +21 points.
in your case, powell had -9 so that means when he was on court your team went down by 9 points.

i think that is the way how you should look at it, but that is my opinion. if it isn't that way someone will correct me and explain to me too.
