As far as I know if you collect all the flags from the countries with users and just miss some flags of countries without users this achivement is shown as completed. So they gave a change to complete it. Of course having flags of countries with 2-3 users is really hard but not impossible. I will try it.
Utopian leagues has affected the prices. Also the new FA rules will give some boosts to the prices. But 10 million will be still impossible. I was in this game for nearly 20 season before quitting. And I have been here for 4 seasons. I am sure the max prices will not be more than 5-6 million for a player.
