was posted in the other thread about point margin, but Shikago holds most BB's 'recognised' team records. His $237 salary players have all skills below 1 (atrocious unbolded).
If you look at Shikago's players and games where he played all atrocious lineups of 60yo to set records, Jerunderbar's post is correct. You will also notice that steals and turnovers are not entirely a factor of a player's skill, either: you will see players with 1 OD getting steals and on the other hand players with 20 PA and 20 HA turning the ball over (and not just because of offensive fouls or 3 second violations).

An assist takes some skill. You have the ball. You must pass it to someone, avoiding the defense. If PA=0 you can't do this.
Catching the ball for a rebound doesn't take skill. You're standing somewhere on the court. The ball bounces off the rim and heads right for you. Even if the player on the other team has RB=20 and is perfect position, maybe it's a long rebound or crazy bounce that perfectly finds you. All you have to do is catch it.
I imagine if you have RB=0, HA=0 and ARMS=0 then you would have a problem catching the world's easiest rebound.
