Remember to use those points depending your draft position. If a lot of teams do not invest in scouting they will use suggested draft order. If teams start scouting, it's really hard to know which guys you can get etc.

there is a problem: how to find out if your series teams invest in draft?

You can check the league average, see how much teams are spending. This is the only info you can get, why should you get any more info?
