I'm also not sure if the players changed or if there was just more info released, but here's my take:
I previously ranked my players with 5s at the top, then 4s, then all the blanks, then 3, 2, 1. Once the new info was released, my rankings were pretty close to this, but the order was slightly off, like a 3 changed to a 4, or vice versa, etc. I had one 4 that was mixed in with the 5s that I had to move down to be with the rest of the 4s.
Since they were so close to what I had before, I don't think the whole order changed.
Theory 1
I'm thinking (maybe!) that the scouting system seeks to uncover an equal number of 5, 4,3,2,1 for each person. This way people are given a pretty even distribution of players and no one gets really lucky to find all the 5s or really screwed to get all the D and F players.
Because of this, when they released further info, the system might have tried to keep this distribution fair and changed the listed skill for the players already ranked.
Theory 2
Another option is that the scouting you see is relative to what you uncovered, so your "best" players will show up as the 5s, while that player might show up as a 3 to someone else if they had been lucky enough to uncover better players. Then when more info was released, if you found a bunch of new 5 stars, it would make your old 5 star guys appear to be less good, so now they'd become 4s and 3s. This would be another way to make sure the breakdown of scouting among teams was proportional.
