they should be elected by the coach. they should have the ability to see the skills and report to the coach, not put them in NT team themselves.
I can tell you right now this is not going to happen -- ever.
If a similar feature is implemented the only function of the additional personnel list will be strictly representative (i.e. to make it possible for users to verify that "Random Dude 43985745" who just contacted them is _really_ the NT scout).
