If your concern is U21 then I'd go for Player A. Player B would have a chance at U21 if trained correctly with a certain level trainer but Player A is the more likely to develop into a U21 player at this point.

Check the Suggestions they are important

Even though Player B will have a higher salary and better starting skills?

Ok but is it possible for player B to make U21 because I'm leaning toward player B because hes going to have great starting skills and Player A may not.

Okay thanks for the advice. One more thing, you don't really think that the "+" player B has make a big difference?

"A" player can look pretty abysmal compared to "A+" player. The starting salary can go up to 8000, so it's a huge step from 4500.
Short PF prospects are very intriguing! Because possessing good starting big skills they train faster in guard skills than usual bigs, making them more rounded and thus more effective for same money.
Let's take a worst case scenario: your 6'6 PF has respectable Shot Blocking. He will still have to have 2 respectables, 1 average and 1 mediocre in JS, IS, ID, RB.
If he has inept SB (middle), then he'll have at least 3 resp., 1 aver. in those PF defining skills!
The first player (A) is not bad either, but you would hate to see atrocious IS, when you draft him. And that is not unlikely.
