In contrast, I purchased an expansion some 15 days ago for 1000 bleachers ($200000) and the estimated time was 10 days, yet it took exactly 14 days for it to complete (it was stuck on "1 day left" for 3 days straight, ugh).

That's why it's called "the estimated time". I'm also adding a few seats atm.. I had 3 days last night, now got 1 day, hope it won't stay @ 1 day est time for 3 days since I got a home game tomorrow :(

Yeah, I'm all too familiar with the "estimated time" .. I just foolishly keep hoping for the best whenever I get an expansion while I should know better >.<

It's suposed to simulate real life expansions, if your builders say...cut a water pipe or a big power cable and then the elevators malfunctioned.... there will be delays :)
