Someone's idea of a "Golden Boot" type honor like in soccer tourneys.

oohhhh well thats cool maybe we can have some Rookie of the Year or "The Future" awards wouldn't that be cool, ohh well yall just bought me an idea, a award for the lower division teams! (Looking at the 2nd to last and last divisions in big countries and last division countries) you know not leave anyone out!
