I always struggle to buy guards with JR and, in the recent past, I had no chance of training JR directly. I had to adapt, but I agree with you, it is an important skill, especially after the game engine changes.

In this particular type of player, I would love to have it but with this cap space there's no (or little) chance of training it.

kind of off topic, but am I the only one that hates guards with no jr?

Seems like its hard to find a guard with a trained up jr nowadays as well; and they go for big big bucks when you find one

+1
This is really annoying.

Yep, it is a hell. I am a fan of outside tactics and for me it's difficult to find one player... and I need three!
When I started in Sweden as NT, one point was that I wanted JR on the guards. We now reached a level where JR is available and the other skills are high too. It is true, that NT guards are expensive. Our three main outside players have 227k, 185k (will be at 200k+ too next season) and 114k (will be around 160k). But you can scale it down for the normal team.
I am building a PF and he has 126 TSP: 15-15-9-15-15-5-13-17-5-17. He has a salary of 48k. But if needed he can play as a LI-SG of SF and defend as a big.
I played with a similar build in Utopia: 15-15-5-16-17-5-15-6-3-2 and he had great FG% and 3pt%, even in div.2. His pot is only 6, so there was no room for defense. I had a S5 of JR 15 (PG,SG and SF), JR 14 (PF) and JR 10 (C) and it worked great. JR is still an an undervalued skill and if you play a little bit around, you can build cheap and dangerous players (like my build) or go for a SB big who has strong PA and JR to support your guards.

back to topic: I like IS on guards... for my opponents My SB bigs are big fans of such players. They really like it to block them and to be honest, I prefer a weaker IS guard taking a shot than a IS 18 big.
