I remembered reading posts in which it was said that it existed, I asked a user who has recently activated the Utopian team and he confirmed that it exists and lasts more than a season.
But mainly we were talking about newbies, so for them there is definitely.

Every time someone brings up an idea to speed up the progress for new managers, there are old managers like you who urge for such a change not to happen.

“It's not boring.”
“BB was always slow.”
etc.

Always the same excuses. But nobody bothers to mention that BB was a much faster and forgiving game when WE started playing it. It's like the old managers don't want competition, and are stopping any change that could help new managers reach our level faster.

And your Utopia team is a good example of how slow the game has become. An experienced manager like yourself, still didn't even win one division title in 9 seasons that you are playing. And furthermore, your arena is still not fully complete.

During the first 25-30 seasons of BB, one could get from Div IV/V to Div I in 6-8 seasons, while also completing their arena. But that's hardly possible in today's BB.

Many of the major changes that were introduced in BB ended up being detrimental for new users:
- Raising salary floor
- Creating Utopia
- Introducing new parts of the arena
- Introducing new staff
- Releasing players from bot teams on a TL
etc.

On the other hand, the only noticeable “help” that new users got was a tiny bit bigger starting arena, while keeping the price of building the arena the same, which is laughable.

BB was always a marathon, not a sprint. The difference is that in the old days, there were many different ways users used to tackle that marathon. Some started fast, and than camped at some spot to rest, and continued when they felt like they're ready to move on, others started with walking and picked up their pace later on, etc.

Nowdays, new managers have both legs broken, and it seems the only choice they have is whether to just wait at the spot until their legs are a bit better, or crawl forcefully and risk further injuries.
