IMO what they should do is run drafts/draft-classes for micronations and release them en-mass FA at the start of the season.
Whatever they do it should be applied to every nation. Micronations should naturally benefit more. If you don't apply it to everyone then you have the problem of where you draw the line.
If they make the draft a lottery then it takes away tanking motivation and it allows them to run drafts in merged nations without issue of fairness or someone tanking for their NT and screwing the NT of other microNTs in their merged region.
They could have a lottery with equal odds between all teams in a relegation position (both direct or through relegations series). That should sort it and it's actually similar to how the draft works in the NBA: 8 playoffs teams get pics 9-16 the others are selected at random for pics 1-8.
If they aren't going to do something to massively increase the number of draftees/players in the game of Micro nationality then I think the NT competitions are a joke anyway.
I suggested giving the NT/U21 manager not going into an election the ability to draft 4-5 players per season from 2 randomly selected drafts. The players selected hit FA. That guarantees high potential player and decent starting skills. All nations will have this, but the ones who will truly benefit are the micros.
If you think that the NT/U21 manager may sabotage his/her nation then perhaps have a special election for the trainee selections and allow only active managers from that nation to participate (i.e. not people who log every week or 2) or give it to a GM willing to do it if there is nobody else.
