I agree with this as well, but I see this present case a big problem, because there is a very good player who will be permanently lost if this purchase is allowed to take place. Plus, if a human team buys the guy there is money they'd never be able to recoup from the inflated price.
As far as tools go, a fairly simple tool would be to run a query that compares transfer prices to total skill level. When a total skill level is less than fifteen and the bid/sale price is 500K there is very obviously a problem.
