I don't like it, too. Why not make a change in schedule, so that the Cup quarter finals take place in the same week all over the world. This way you could implement a Cup game deadline a day before quarter finals. Players bought after the deadline will be able to play in league games of course.

I know there will be people claiming that then they won't have the possibility to TIE three games before BBB games.

Bid history is a very nice addition.

As for the GS loss as an U21 manager I don't like the idea. Smaller countries or countries with not so organized national programs will get hit hard with this kind of move.

But looking at it from the league it is a good idea to have team chemistry in the mix. So I voted yes.

It's not random. If you buy a player expect the GS to drop. If you plan to rent a player you still can, but the cost-benefit balance becomes, at least slightly, less attractive.

My issue was about national teams. and yes, it's randomic because nt coach ignores when his players could be sold by their owners.

I would like to know how it affects National Team. If my players got sold they would have bad gameshape for the next two games, isn't it?

Honestly this is a good point.
I understand the malus for the transfer from one team to another, but why does it have to affect NTs at all?
There could have been other solutions, for example a team enthusiasm drop, that wouldn't affect NTs.

Managers, who are affected by "rent-a-player" teams either in cup, playoffs or relegation matches, are IMO much more important than NTs. BBs probably calculated the NT collateral damage and decided it's worth it.

So, why didn't they decide for a drop in enthusiasm? There is no collateral damage.

Enthusiasm affects the whole team. Maybe it makes sense...whole team's chemistry "suffers" for next game or two.

My forecast: nt coaches will threaten NT players' owners if they think about selling players.

and that's another element which makes conflictual nt interest with club interest.

Even if I think this will be a real issue to promoting and demoting teams, i think it is good for the NT game. NT will have to rely more on stable players and will have to encourage better salary/efficient players.

Don't like it too, you expressed exactly my thoughts.
Adding more: every regular season lasts 11 weeks, if I need 2 weeks or more to have a new player in a good GS, it's completely useless not only to buy someone in the last days, but also in the last weeks. You have to plan your roster during the offseason and then... who knows!
I had 3 injuries in the last week of S22 RS, I was first in my League and ready to be in Italian Cup Final, without the possibility to buy someone (I mean, every kind of player, I'm not speaking strictly about big monsters), my entire season would have been wasted without give me a chance to save it. And considering how many random there is in injuries....

C'mon, affecting the enthusiasm or creating some sort of team chemistry is way more clever and useful.

The problem for NT coaches is they can threaten all they want, but they won't fire the player in the middle of the season because they lose enthusiasm. They can however threaten at the beginning of the season. What is stopping the manager from selling the player two weeks after he promised he will retain him until end of the season?
