If there's no game, then nobody plays, and therefore no minutes are gained for training or gameshape purposes. I don't think that's a preferable alternative by any stretch.
Never said it was preferable. Indeed I covered that:
You get GS/training minutes because there's no alternative. It would punish the victim.
Never said you said it was. I was merely elaborating my thoughts on various alternatives, which are admittedly far from profound, but I'm a little disappointed that they were poor enough that apparently all that came across was the thought that I was putting words into your mouth in order to shut down those words.
