Point Guard
(1) Handling, Passing
(2) Outside Defense, Driving
(3) Jump Shot, Jump Range, Inside Shot

for me Outside Defence is (1) others are difficult to put in order. I think more driving and then low IS is not a problem (least hasn't been for me)

Shooting Guard
(1) Jump Shot, Jump Range
(2) Handling, Passing,
(3) Driving, Outside Defense, Inside Shot

Outside Defence again needs to be up there. I guess as this guy is the S (SHOT) Guard then maybe just under JS/JR !! Still unsure of importance of IS - again seems a player with strong+ driving can score well enough without IS.

Small Forward
(1) Jump Shot, Jump Range, Outside Defense
(2) Handling, Passing, Driving
(3) Inside Shot, Inside Defense
(4) Rebounding

Rebounding and ID should be higher but as people have said it depends on what type of SF you want to field. OD/ID are vital though whether you play 3-2 or 2-3.

Power Forward
(1) Inside Shot, Inside Defense
(2) Rebounds, Blocks
(3) Driving, Passing
(4) Jump Shot, Handling

Not sure.... I like Passing a lot on my PF's and C's.

Center
(1) Inside Shot, Inside Defense, Rebounds
(2) Blocks
(3) Handling, Passing

Again.. i rate Passing higher.... not sure if or how to include OD & JS....

I would say that, depending on your tactics, on the offensive end, a small forward is either like 80% of a shooting guard or 80% of a power forward. On the defensive end, that also applies.

So, if you play run and gun and your opponent plays look inside, I think the small forward will act more like a SG on offense and a PF on defense. In other words, hope he has good shooting and inside defense.

At least that's how I feel about it.

The SF is in the middle of the list of positions, and I find he should strengthen either the inside, or the outside players (the last two, and the first two positions in the list of 5) where needed, depending on the tactics.
Therefor he does not have a major skill or skillset for his own, he needs about everything so he can help out where needed. Because of this, the jumpshot comes out a little on top, since that's what he'll use most when trying to score...

However I'll field a strong overall defender, with also balanced offensive skills far over a player who has magnificent jumpshot, but has nothing to back up his fellow players in defence or any other aspect out there on the field.

I'd bump up JS/JR for the PG and not worry about IS. I'd up defense as well. If you hold your opponent under 70, you'll usually win. I like rebounding in every player.

Bump up OD for the SG, and don't worry about IS. Add rebounding.

Bump up ID for the SF and rebounding as well. I'd be less interested in JR.

Boost the JS for the PF, and make rebounding a primary skiil. I'd drop SB SB.

Boost passing for the C.
