1. You can only train your PF/C at handling/passing by playing them as a guard and training them in handling/passing
2 have a look at the training speed analysis to determine how long it will take to train FT and stamina:

1. You can play these guys out of position if u want but because there tall they want improve that quick. The best way is to do one position training on passing because it also improves handling. The bad thing is that u r going to play these guys way out of position. You can also do one on one for forwards but that only will improve ur handling not passing
2. About 1-2 weeks for stamina and 2 weeks for free throws.
Also read game manual if u get stuck.

1. how do i train my pf & c about balhandling n passing?
Other than PG/ SG training there's also a team training option for pasing which is of course slower but doesn't mandate out of position training.

You can't train experience. Experience is gained through playing league, cup and national team games not sure about friendlies. NT games give a player most experience followed by cup and then league. Don't be surprised if experience goes up very slowly as this is normal.

1 during off season, where in my team is eliminated. what will be the activity of the team.. income?.. is the salary of the staff n players will continue?

I am not very experienced but I think you can also increase there handling through 1 on 1 training as Forwards. Then you do not have to put them so far out of there natural position.

Thats correct passing is the hard one as you would need to play big guys right out of position for that.
