I've also seen CrazyEye alluding to this a number of times, and I pretty much agree with you. It seems that the more expensive seats are filled first, so if you overbuild bleachers, you'll only lose their construction cost.
And another thing - there is definitely a point where adding more lower tier seats and lowering their price and filling less bleachers will actually hurt your overall arena income. And while for a team that is winning everything it may be 6k lower tier seats or more, for an average team it is likely less than 5k. I haven't done any calculations, but that's my impression.

i once get more Luxury visitors after making the bleachers more expensiv, and this category is nearly constant over the times i think it affects more the bleachers but this only in total amount and normally you get much more visitors there( it is easy to get there 40k without the cap).

The rules say "fans will buy the most expensive tickets they can afford." I think there might have been another reason fans started buying tickets for the bleachers in your case.
