If you look at the training system a SF trainee has to play anything but SF to progress in single training, PF too .
You can train your SF and still play him as an SF. It's called multiple position training.
You want to train your SG ? he should play SG, you want your C to have some SG skill ? he should play SG.

Easy: Multiple position training.

tips : single > multiple > team

If you have to use a less efficient training then there is a little problem with the system :)

The system is fine. You shouldn't be able to use the most efficient training without paying a price.

It would be still hardest, because of height these players trains outskills slower than guards and inside skills slower than bigmen.

You are already paying the price, because speed of single position trainings is not double of double position trainings. Nowadays who want to make really top player can use single position training.
Your idea look more like delete single position at all. Why not ... but if there are single position trainings they could be more ballanced between positions.
