I love this idea, as it makes the game a more BB-managing game.
I must say that I think it is implemented.
On the other hand... it was never defined to be such in any formal message that I know of, and as there is no reason for it to be hidden (not the per-skill potential, but the concept), so it may be true that it is not implemented...
I've forgot to say - this per-skill potential MUST be hidden.
I totally agree that this game should not be a simple formula and like the real game, you can never know the full maximum potential that a player can reach, and that is need to be the same in BB.
Currently there is some correlation between size and some skills, but that is "not enough" from my POV.
