My opionion it should be based on a combination of driving (shows athleticism), shot blocking (shows reach) and rebounding (shows leaping ability).

Then add in game shape and a random factor.

While logical if you had SB, RE and IS all being factors then the competition would be for big men only whereas it is often the little guys that do the best.
