In S63 they raised the cap:

19-year-old draftees will become even more appealing - their maximum skill level will rise from 9.5 to 10.5.

I haven't played long enough to know just how good this is though compared to a great 18yo being trained

Global opinion seems to be that the best 19yo's are better than the best 18yo's now. The balancing factor is that an A+ skill grade now covers a fairly wide range, making it hard to know if that 5/5 19yo is on pace to make the U21 NT as opposed to being a season behind on training.

Also more TSP isn't universally better; the best guards these days need a low RB roll, otherwise they'll cap too early.

Definitely worth scouting 19yr olds now, seeing them come through with starting tsp over 70 is so much better than 10 seasons ago. On the flip side, it's great to grab the 18 yr old and set them up that season exactly how you would like: my 71tsp 19yr old HOFer is great, but I'd have made him better if I'd got him as a 57tsp 18yr old. He'd be reading the rewards of elastic effect this season, which he is not currently and in tossing up whether it is worth spending 1.5 seasons to set it up or training defense early on. But this is also factoring in two other trainees and their needs...

What is the craziest stat line people have seen on a draft prospect?

I just spotted one with

38 mins, 27/29 FG, 5/5 FT, 11 reb, 61 pts.

I think I see the player you're referring to, he dropped 60 when I scouted him too. Far from the only crazy boxscore I'm seeing, and I think this information will be a more useful gauge of just how good 19yo's are now that the A+ range is as wide as it is.
