New player here. Draft is always like that? You get 3 players from the draft list? What is considered to be a good rookie?

Hey everyone!
I have a question concerning the Draft. Is there a difference between the rookies skills in 1st league compared to 3rd or 4th league? I was wondering because i was lucky to draft my second choice with pick 8 and he was 19 5 balls potential 5 balls skills and a+
In the ende ist was an mvp with 55 skillpoints so almost worthless and because there are many 19 year olds with 75 up to at least 83 skillspoints i was asking myself if those Players had 10 balls an a+++++. Or rather why mine was rated 5 5 A+ when he turns out to have more than 20 skillpoints less than other 19 year olds

Last draft, i did choose the options to see all the skills of the draftees. At one point i had to choose between a 18yo A- and a 19yo A+. The player aged 18 had 56 TSP and a 2.8k salary, the 19yo 60 TSP but a something like 10 in rebound so a 4k+ salary. With 19yo draftees, i wouldn't choose solely based on salary evaluation. A+ for 19yo stand for anything bewteen 4k to 12k+ and maybe a skill you do not want.
