Obviously 10k salary can't beat 400k salary. But 200k salary can beat 400k salary. And 100k salary might even be able to beat 400k salary. My point is, where do you draw the line.
Meh, I am not even sure that drawing a line is the right way to go. I am sure there are better ideas. But let's say that it was the right way to go. I would institue a salary floor for every division level. If your team does not meet the salary floor, no problem. You still get charged the "minimum" regardless.
So how to figure out the salary floor? One way would be to figure out how much profit a zero rostered team can make at every division level (assuming they go 0-22 or close to it). The salary floor should adjust that profit to a more acceptable level (hopefully as close to 0 as possible).
